Abstract: In this paper, the stability for three-dimensional (3D) states of dynamic equilibrium of the two-component Vlasov-Poisson plasma was studied. Using the direct Lyapunov method, it was proved that the spatial dynamic equilibria of the Vlasov-Poisson plasma with respect to small 3D perturbations are absolutely unstable. For the spatial states of dynamic equilibrium of the two-component Vlasov-Poisson plasma, the sufficient conditions for linear practical instability were obtained. The a priori exponential lower estimate was constructed, and the initial data for small 3D perturbations which are growing with time were characterized
